Section 13A Discretionary Discount
Before applying, please read our Section 13A policy here and consider which application you need to complete based on your circumstance.
When deciding on whether to grant a discretionary discount, the Council will consider each application on its own merits based on the evidence and circumstances as set out in each application.
Damaged Properties
Properties that are incapable of occupation due to extensive damage caused by fire, flooding, gas or oil leaks, storm damage, or subsidence (excluding outbuildings, sheds, or gardens), where active steps are being taken to restore the main property for use at the earliest opportunity.

Exceptional Financial Hardship
The Council operates a Council Tax Reduction Scheme (CTRS). The means-tested scheme provides support, through a council tax reduction up to 100%, to those who need assistance to meet their council tax costs. Applicants would be expected to have applied for the CTRS prior to having a discretionary discount being considered, you can complete a CTRS application here.
