  		Corporate Safeguarding Policy

天涯社区鈥檚 Cabinet will review a report on the Council鈥檚 
corporate safeguarding and will be asked to approve a draft policy for wider 
consultation when it meets next week.
Safeguarding is a wider concept than the protection of children and adults and 
deals with the promotion of:
鈥 Physical, emotional and mental health;
鈥 Protection from harm and neglect;
鈥 Education, training and leisure;
鈥 Contribution to society.
Whilst Social Services leads on corporate safeguarding, it is the 
responsibility of all services across the Council. The Council鈥檚 
responsibilities for safeguarding are set out in legislation including the 
Social Services and Well-being (Wales) Act 2014. 
天涯社区鈥檚 Cabinet Member for Corporate Management, Councillor 
Billy Mullin, said:
鈥溙煅纳缜 is committed to its responsibilities and has taken positive steps 
by establishing an internal Corporate Safeguarding Panel to ensure that there 
are robust arrangements in place for protecting children, young people and 
adults. 
鈥淭he Panel has already undertaken a self-assessment and has set out actions in 
its work programme which are both innovative and forward-thinking. These 
include: developing a full Corporate Safeguarding policy, introducing 
safeguarding training aimed at all employees and elected members and producing 
an annual safeguarding report to Cabinet and Scrutiny Committees, with a clear 
set of performance indicators to measure success.
鈥淥nce approved by Cabinet, the draft policy will go out for wider consultation.鈥
The Panel is jointly chaired by the Chief Officer, Social Services and Chief 
Officer, Education and Youth and is made up of a designated Safeguarding Lead 
from every Portfolio. The Cabinet Member, Social Services and Cabinet Member, 
Corporate Management are also members of this Panel.
