天涯社区鈥檚 Cabinet will be asked to approve the Council鈥檚 
People Strategy 2016-19 at its next meeting on 15 November. 
The new strategy, which has been developed against a backdrop of rapid 
organisational change and financial pressures, shows the Council is a modern, 
forward-thinking employer.  
This strategy builds on what has already been achieved in recent years 
including: 
路 Development of the Apprenticeship scheme
路 Implementation of agile and flexible working 
路 Electronic Document Management (EDM) which has enabled the merger of HR, 
Payroll and Education Staffing files, creating a lean and cost-effective Human 
Resources and Organisational Development team
路 Development of e-learning modules to support Alternative Service Delivery 
Models, leadership and management development.
The Council is embarking on a further period of significant change, as 
described in the improvement plan.  Having a detailed understanding of our 
current workforce and a vision for the future will enable us co-ordinate the 
development of detailed workforce plans to address the gap between the current 
workforce and what the future workforce needs to be to deliver the services of 
the future.
The strategy identifies five key strategic objectives:
路 Planning the Workforce of the Future
路 Developing Workforce and Leadership Capacity
路 Managing Performance
路 Recognition and Reward
路 Enabling Change through Alternative Models
Cabinet Member for Corporate Management, Councillor Billy Mullin, said:
鈥淚n order to be a Modern and Efficient Council, we need an organisation that is 
innovative, agile, connected and transparent with people issues high on the 
agenda.  A committed, motivated, flexible and professional workforce will offer 
a great service, be resilient to the changes ahead and be dynamic and 
responsive to the changing needs of our residents and customers.鈥
